The People's Party of Punjab released the second list of 23 candidates on Saturday, fielding the keenly-awaited comedian Bhagwant Mann against the senior Congress leader Rajinder Kaur Bhattal from Lehra and a political greenhorn Dr Raj Singh against the deputy chief minister Sukhbir Badal from Jalalabad.
